Anticipating all-time high tourist rush in Manali during New Year celebrations, Kullu police have imposed many strict traffic rules in the district, especially on Manali-Atal tunnel highway as over 8,000 vehicles are expected to enter the tunnel. Record 5,450 vehicles had entered Atal tunnel from both ends on Sunday. Now police said number of vehicles entering the 9.02km long tunnel, which has become the major tourist spot of Himachal, can go beyond 8,000 in next few days. Police have made no-overtaking zones, tow-away zones and marked special parking places. A heavy fine is being slapped on traffic rule violators. Kullu superintendent of police Gaurav Singh said 130 cops have been deployed between Manali and Atal tunnel to check traffic and Covid-19 violations besides ensuring tourist safety. He said 40 such cops have been deployed in Manikaran and units having 15 cops each have been deployed at Tirthan, Jibhi and Jalori pass. “Manali is a small town with limited carrying capacity. We shall allow tourist vehicles as per available carrying capacity. The vehicles shall be staggered before reaching Manal and will be allowed in batches of 500 and 1,000. Tourists will observe slow-moving traffic during this time. Once the first batch reaches Palchan, Solang valley and beyond, another batch will be allowed. Road between Palchan to tunnel will be no overtaking zone. The vehicles will again be allowed batch-wise through the tunnel,” the SP said. He added that tourists generally stop anywhere after watching snow or scenic place but vehicles cannot be parked anywhere. “If there is space by roadside, vehicles can be parked. Otherwise, such vehicles will be towed. Once the vehicle leaves Solang for Atal tunnel, it cannot take u-turn from midway and vehicle needs to go till south portal of the tunnel. With hundreds of tourist vehicles parked everywhere on the road choking Atal tunnel – Keylong highway and the littering becoming serious issue, the growing tourist footfall in Lahaul valley has become a major headache for district administration. The problem expected to be increasing till New Year Eve, the Lahaul-Spiti administration has come up with a strict traffic plan for the valley, especially the tunnel area. Now parking along the highway will invite legal action. Tourists, after crossing the tunnel, will have to park their vehicles at Sissu helipad, 5km from the tunnel. The administration is also planning a permanent traffic plan for the entire valley keeping in view the expected rise in footfall. Tourists have made a beeline for Atal tunnel and Lahaul valley to see snow. Hundreds of tourists are reaching north portal of the tunnel. The area along the roadsides and close to Chandra river is covered with a thick blanket of snow. Tourists are leaving their vehicles parked on the highway and are going to enjoy the snow. This is resulting in serious traffic chaos. Lahaul-Spiti deputy commissioner Pankaj Rai has formed a committee to keep a check on tourism and cleanliness in the district. After witnessing a sudden surge in tourist footfall that left both hotels and roads choked in Manali last week, the hoteliers on Thursday said hotel occupancy has dropped to 60-70 per cent while traffic congestion too has finished in the tourist town. The long-weekend last week took toll on the infrastructure of Manali. As the maddening crowd and multiple traffic jams for hours that irked tourists have ended, the hoteliers said they are inviting tourists to Manali to enjoy cold and calm environment. The taxi fares too have come down to half of what was being charged until few days back. They said if tourists want to see the miracle of nature in the form of snowfall in mid-June, this is the right time to visit Manali. Manali Hoteliers’ Association president Anup Thakur said 30 to 40 per cent of the rooms in most hotels are empty. “We confess that tourists had to face some problems like traffic jams, non-availability of rooms, high taxi fare and room tariff. We assure tourists that things have improved now. The problem of traffic jams has almost gone due to better traffic management and spreading of tourist vehicles to other tourists attractions of the district like Hamta, Jana, Naggar and Manikaran,” he said. He added that rooms are easily available in hotels at reasonable price and buses from Delhi and Chandigarh are reaching Manali on time. “As many tourists are visiting Lahaul and Rohtang together, taxis for Rohtang pass are easily available. The taxi operators of Manali are charging fair price. The traffic at some points is moving very slow due to road construction works but we have got rid of hour-long jams starting from Kullu,” he added. After Kullu administration had established a check-post to regulate number of vehicles going to Rohtang pass at Gulaba in compliance with National Green Tribunal (NGT) order, another check post has been established at Kothi village, 14km from here to strictly adhere to the order. The administration is receiving many complaints about people crossing Gulaba barrier illegally. The fingers were raised at functionality of the check-post as the staff was allowing more than permissible number of vehicles. Manali administration also caught many vehicles red-handed and fined them heavily. As all vehicles are checked for permit at Gulaba, the slow processing speed here was resulting in over 5km-long jams. The new check-post at Kothi, 10km before Gulaba, will assist the Gulaba check-post and will stop the illegal entry of the vehicles. All the vehicles going to Marhi, Rohtang pass, Ladakh, Lahaul-Spiti or Pangi will have to first show their permit at Kothi check-post. Those having a valid permit will be allowed to proceed to Gulaba. Manali sub-divisional magistrate Ashwani Kumar said the vehicles will be first stopped at Kothi barrier which will also help in controlling the traffic at Gulaba and till Rohtang. “I had called a meeting where officials from all the departments were present on Monday. We discussed on various issues including functionality of Gulaba check-post and traffic jams. The barrier established at Kothi has been made functional,” he said. Talking about illegal plying of vehicles in contempt of NGT order, Ashwani said the new check post will cross check the illegal entry of such vehicles and those not complying with order would not be spared. “We are strictly complying with NGT directives. A number of tourist vehicles entering Manali is increasing every day. But the long traffic jams at multiple places between Bhuntar and Marhi are ruining their holiday mood. While a one-way bridge at Dobhi has become the worst bottleneck, NHAI has failed to stop sliding of a small stretch at 16 Mile where sometimes vehicles are forced to wait for 1 to 2 hours for their turn. The traffic is moving at snail’s pace on Bhuntar-Ramshila stretch of the highway where road construction is continuing. It has become a routine to face traffic jams from Manali to Marhi, the snow point of Manali. If you are planning to visit Kullu-Manali this summer season and Rohtang pass is on your priority wish list, make sure you adhere to the timing system fixed by Kullu district magistrate, failing to which you may have to return back to Manali from mid-way. The tourist vehicles bound for Rohtang pass/Marhi/Beas Nala/Rahni nala/Rahla fall or other areas around Rohtang pass would be allowed to cross Gulaba check post from 7:45 am to 10 am daily. Tourists planning to visit Ladakh/Lahaul/Spiti/Pangi/Killar by road from Manali will be required to start traveling early morning as all tourist vehicles going beyond Rohtang pass will be allowed to cross Gulaba barrier (22km from Manali) only between 5:30 AM to 7:30 AM every day. Issuing a notification, district magistrate Yunus has fixed timing for all kind of vehicles to ensure smooth flow of traffic, without hours-long jams on Rohtang highway. Manali-Rohtang highway clogs with vehicles in peak summer tourist season due to the narrow road. The administration will enforce the timing system on trial basis this season. The timing system will be enforced strictly, but will totally depend on weather conditions. In case of emergency, the officials can slightly change the time. Kullu administration has fixed time for tourist, goods carriers and private cars bound for all the destinations across Rohtang pass and coming from both directions i.e. from Manali to Rohtang and from Rohtang to Manali. However, the administration has asked the public to give suggestions or file objection on this before April 18. This arrangement is temporary and can be lifted during a lean tourist season when traffic is thin. The rise in temperature is forcing people to rush to the hill stations. Lakhs of tourists will head to Manali, particularly snow points of Rohtang, to get some respite. To prevent thousands of vehicles from choking the narrow road to Rohtang, Kullu administration has decided to make the Rohtang highway one way and impose timing-system. The highway leading to Manali town would also be made one-way. Kullu DC Yunus while holding a meeting with officials of all the departments, associations and stakeholders prior to the start of peak tourist season said vehicles going to Rohtang, Lahaul-Spiti, Pangi and Ladakh would be allowed to go till noon after which entry from Manali side would be restricted. “Once all vehicles reach Rohtang, the vehicles coming from opposite side would be allowed to come towards Manali. This will probably end all traffic bottlenecks and traffic will move smoothly.” He said vehicles entering Manali town will have to take another route for the exit. “We shall keep a close watch on vehicles jumping the queues. Overtaking would not be tolerated if any vehicle is found breaking the queue in case of jam or slow traffic,” he added. Talking about compliance of National Green Tribunal (NGT) order on Rohtang pass, Yunus said permit would be issued only to 1,300 vehicles to go to Rohtang pass for tourism purpose. Besides this quota, vehicles going to Lahaul-Spiti or Ladakh would not be allowed to come back from Rohtang. Vehicles violating the rules would be fined with Rs 5,000 and can be impounded. With incessant rain triggering landslides along Mandi-Manali national highway, Kullu administration has requested people to avoid driving during nighttime when its raining heavily. Another landslide at 16 Mile, 12km from Manali, had blocked the NH on Wednesday and Thursday. Four vehicles that were attempting to cross the stretch got stuck in boggy road on Wednesday and two vehicles stuck on Thursday morning. They remained stuck for hours until an excavator came for help. Although machines have been deployed here, landslides are blocking the road again and again. Sliding at Kalath, 15 Mile, Aluground and Rangari are posing threat to traffic. A dozen of vehicles have been hit by rolling boulders in recent days. This has affected the public transport on Kullu-Manali route as only a few buses are coming till Manali. Even some government buses are not coming till Manali, forcing people to travel in taxis. Manali-Rohtang road has also suffered severe damages due to landslides at many places. The whole mountain face is sliding down on the highway near Beas bailey bridge, making driving beyond Manali a nightmare. All low floor cars are colliding with the ground here. The entire Kullu district, especially Manali region, has received snow and rain for most of the days in both January and February. The earth has lost its water absorption capacity and has started to slide. Kullu deputy commissioner Yunus said the widening of the national highway is underway which is resulting in frequent landslides. “Driving becomes more risky in nighttime when slides and rolling boulders are not visible to the driver.
