Detailed discussion

President of
the HPJU and senior journalist Dr Shashi Bhooshan said that tourism is
important for economic, social and cultural development of the society. He said
tourism will help increase the income sources of the people of the state.
Saying that tourists are able to see only those limited places in the state
which were being visited 30-40 years ago, he expressed his concern over the
development of the new and hidden places of the state. He added that state has
a vast tourism potential if new places are explored and opened for tourists.

between Delhi and Bhuntar which is four time the airfare of Delhi-Srinagar and
other destinations.”

हिमाचल प्रदेश जर्नलिस्ट यूनियन के बैनर तले बुधवार को विख्यात पर्यटन स्थन मनाली में एक दिवसीय संगोष्ठि का आयोजन किया गया। पर्यटन विकास में मीडिया की भूमिका विषय पर आयोजित इस संगोष्ठि में मनाली होटलियर्ज एसोसिएशन के अध्यक्ष अनूप ठाकुर बतौर मुख्यतिथि उपस्थित हुए। जबकि कार्यक्रम की अध्यक्ष वरिष्ठ पत्रकार व यूनियन के अध्यक्ष डा. शशि भूषण ने की। संगोष्ठि में तय हुआ कि यहां आए सुझावों के आधार पर पर्यटन विकास का एक विजन डाक्यूमंेट तैयार किया जाएगा।
अपने अक्ष्यक्षीय अभिभाषण में डा. शशि भूषण ने कहा कि पर्यटन आर्थिक, सामाजिक सांस्कृतिक विकास के लिए बेहद जरूरी है। इससे राज्य की जनता के आय स्त्रोत बढ़े हैं। उन्हांेने कहा कि हिमाचल का नैसर्गिक सौंदर्य यहां की खूबसूरती को चार चांद लगाता है लेकिन आज भी पर्यटक केवल उन्हीं चुनिंदा गंतव्यों की सैर कर वापस लौट जाते हैं जहां आज से 30-40 वर्षों पूर्व जाया करते थे जबकि राज्य की हर पहाड़ी पर कई ऐसे अनछुए क्षेत्र हैं जहां पर्यटन की अपार संभावनाएं हैं। उन्होंने यहां के मंदिर, झीलें, लिबास, महल और पुरातत्व महत्व के स्थलों को विकसित और प्रचारित किए जाने पर जोर दिया। अध्यक्ष ने रोहतांग की तर्ज पर चांशल, चुढ़धार, श्रीखंड व किन्नर कैलाश सहित मुरालडंडा जैसी बर्फ से ढकी चोटियों पर स्कींग ढलानों को विकसित करने का भी सुझाव दिया।
डा. शशि भूषण ने कहा कि मीडिया और पर्यटन एक दूसरे के पूरक हैं। अपने क्षेत्रों के अनछुए स्थलों को आम जनमानस तक पहुंचाकर सैलानियों को यहां लाने में मीडिया अहम भूमिका निभाकर न केवल इन क्षेत्रों के विकास में मददगार साबित होगा बल्कि स्थानीय लोगांे को रोजगार के अवसर भी उपलब्ध हो सकेंगे। इन क्षेत्रों को सरकार व होटल व्यवसायी मिलकर आपसी सहभागिता से विकसित करे तो सैलानियों का ठहराव यहां कई दिनों तक और बढ़ाया जा सकता है। उन्होंने होटल व्यवसायियों को निर्माण कार्य को पहाड़ी व स्थानीय शैली में करने का सुझाव दिया, साथ ही होटलों व रेस्टोरंेट में हिमाचलली व्यंजनों को परोसा जाए ताकि यहां आने वाले देशी विदेशी सैलानियों को हिमाचल की प्राकृतिक और सांस्कृतिक झलक के दर्शन हो सकंे।
बतौर मुख्यतिथि होटलियर्ज एसोसिएशन के अध्यक्ष अनूप ठाकुर ने इस तरह की संगोष्ठि को पर्यटन विकास के लिए काफी महत्वपूर्ण करार दिया। उन्हांेने कहा कि होटल व्यवसायियों का कार्य केवल होटल व रेस्टोरंेट का निर्माण करना नहीं बल्कि स्थानीय क्षेत्र का विकास करना भी है। उन्होंने कहा कि सैलानियों को बेहतर सुविधा मिलेगी तो स्थानीय लोगांे को भी इसका सीधा लाभ मिलेगा। अनूप ठाकुर ने बताया कि मीडिया रिपोर्ट का पर्यटन व्यवसाय पर सीधा असर पड़ता है। इसलिए मीडिया को मजबूत तरीके से पर्यटन को आगे बढ़ाने की दिशा में पहल करनी चाहिए।
अनूप ठाकुर ने स्पष्ट तौर पर कहा कि मनाली में पर्यटन विकास के लिए सरकार ने कोई प्रयास नहीं किए। होटल व्यवसायियों ने अपने स्तर पर यहां के पर्यटन स्थलों को प्रचारित किया और सैलानियों को आकर्षित किया है। जबकि बार बार आग्रह के बाद भी नेशनल हाइवे-21 की हालत को नहीं सुधारा जा रहा है। वहीं भूंतर के लिए हवाई उड़ाने शुरू नहीं हो सकी और न ही हवाई पट्टियों को विस्तार किया गया। यही वजह है कि आज दिल्ली से भूंतर का किराया दुनिया में सर्वाधिक 16 हजार रूपये एकतरफा है। जबकि श्रीनगर या दूसरे स्थलों का किराया इसका एक चैथाई भी नहीं है। यही वजह है कि हाइएंड टूरिस्ट यहां नहीं आ पा रहा है।
उन्होंने कहा कि सरकार पयर्टन को बढ़ावा देने के लिए पर्यटन और प्रबंधन संस्थान बनाए जाएं। यहां के विख्यात व अनछुए स्थलों का प्रचार किया जाए। हिमाचल पर्यटन पर आधारित फेस्टिवल व कानक्लेव आयोजित किए जाए। इको टूरिज्म के साथ ही क्वालिटी टूरिज्म को बढ़ावा दिया जाना चाहिए। सरकार को पर्यटन क्षेत्रों में मूलभूत सुविधाओं को मुहैया करवाना होगा। उन्हांेने मढ़ी में मोबाईल हैल्थ वेन की सुविधा के साथ ही गाइड व होटल कर्मचारियों को विशेष प्रशिक्षण दिए जाने पर बल देने की बात कही।
अनूप ठाकुर ने सरकार से दोहरी कर प्रणाली को दूर करने का भी आग्रह किया। उन्होंने कहा कि होटल व्यवसायियों पर लग्जरी टैक्स, सेंट्ल टैक्स और आयकर लगाया जा रहा है। ंजबकि सरकार एकमुश्त कर लगाए जाने की योजना बना रही है। उन्होंने कहा कि यहां पर्यटन सीजन केवल दो माह का है ऐसे में सालभर का टैक्स लेनेे की अपेक्षा मौजूदा प्रणाली पर ही टैक्स वसूला जाए।
इस अवसर पर पर्यटन गतिविधियों व विकास पर विस्तृत चर्चा भी की गई। संगोष्ठि के प्रथम सत्र में यूनियन के राज्य महासचिव प्रविद्र शर्मा, कुल्लू यूनिट के अध्यक्ष मोहन सिंह बोक्टापा व होटलियर्ज एसोसिएशन के संरक्षक बीएस कपूर ने अपने विचार रखे। वहीं दूसरे सत्र में यूनियन के उपाध्यक्ष मोहन लाल रेलिंग्पा, वरिष्ठ पत्रकार जग मोहन शर्मा व पयर्टन विभाग के उपनिदेशक अश्वनी कुमार ने मीडिया व पर्यटन की भूमिका पर प्रकाश डाला।
